You might think this phrase makes perfect sense on its own, but the Noam Elimelech comes along and reveals that it isn't as simple as it looks.
God is good to all, this means that even when HaShem punishes us (Has v'Shalom) it is for our own good. His mercy is upon all of His creations, this means that even when He punishes us for our own good, still He has mercy on us and takes away the punishment and forgives our sins.
