In Ohr Pnei Melech, Rav Steinsaltz stresses the fact that Teshuvah is something that every person is capable of doing, and that one requires no external prop in order to do teshuvah.

In other words, unlike college courses, degrees, jobs, and any other priviledge in society, there are no prerequisites for teshuvah.

You just need to know you need to do it.
