Reformulating Top Secret

the link links to a radical view on eliminating almost all of government secrecy. While i think the idea is problematic for a number of reasons, i do think that the vast majority of secret information should be only temporarily secret. Let's say, that the majority of secret information should be released 40 days after it has been collected. This gives enough of a delay for the government to make use of particularly juicy information before our enemies are made aware, but after those 40 days, the public is brought in to the picture, that way, government scandals and the like can't be covered up. I'm sure there's information that needs to remain secret, but it's got to be a tiny subset of the actual information that's kept from the public.
